Understanding the realities of PCPNDT Implementation in Maharashtra and
Rajasthan
The PCPNDT Act has been enforced in India since 1914, to address the illegal
practice of sex determination. Nonetheless, states like Maharashtra, Haryana,
Rajasthan have been notorious for their declining sex ratio. To understand the
realities of implementation of the PCPNDT Act, RIRF was tasked with conducting a
research study in states of Maharashtra and Rajasthan. The study was
commissioned by the National Commission for Women (NCW), GoI.
It was noted that multiple initiatives were undertaken by the State of Rajasthan to control the sex selective abortion issues and have achieved remarkable success. By 2018, the sex ratio of Rajasthan increased to 950. The research studied the orders issued by the Hon. Rajasthan High Court in this case which enforced every ultrasound to have a tracking technology compulsory, formation of PBI (PCPNDT Bureau of Investigation) and discarding the PCPNDT cases within six months. The study revealed that the combination of multiple agency, police, legal and technology under the single health department, played an impact and was the main cause of improvement of the sex ratio.
